Vacancy # : Unit : West and Central Africa Regional Office Organisation : International Union for Conservation of Nature (IUCN) Location : West and Central Africa Regional Office, Dakar, Senegal Reporting to : Regional Director - IUCN West and Central Africa Work percentage : % Grade : M1 Expected start date : 01 October Type of contract : Fixed-term (12 months with possibility of renewal) Closing date : 15 September BACKGROUND IUCN West & Central Africa is seeking a high caliber Manager for Compliance and Assurance to provide leadership, oversight, and technical support in facilitating the formulation and implementation of policies, projects and programmes in UICN West & Central Africa region. S / he will be responsible for providing strategic and technical guidance and support in overall program and policy formulation, implementation and evaluation in the region. The Programme Support Unit Manager will also assist in the overall coordination of the IUCN programs in the region.
MAJOR RESPONSIBILITIES :
Under direct supervision of the UICN Regional Director West & Central Africa, incumbant will provide close strategic and technical guidance and support to the Regional Programme Coordinator and technical teams, assist the overall planning, budgeting, technical management and monitoring of programmes in collaboration with the programme and thematic leads. JOB DESCRIPTION SPECIFIC DUTIES :
The specific duties and responsibilities of the Programme Support Unit Manager :
I) Provide technical assistance to programmes management :
Coordinate and oversee the development of Performance Indicators for each Project to measure progress.
Work with Programme Coordinators in monitoring workplan outcomes on a timely basis.
Work with Programmes / Project staff on quarterly and project reporting, based on donor reporting requirements and schedules
Guide and review required updates / summaries on programmes and participate in project-related meetings with the donors, government, service providers, etc.
Review projects documents and participate in project-related meetings with Donors, service providers, private sector, development partners working group etc.
Oversee the preparation and submission of periodic reports, Quarterly and Annual Reports by all Programmes and COs
Build, maintain and manage effective working relationships with partners.
III) Provide strategic and technical advice and support
Work with the RPC and Thematic Leads in developing project proposals.
Ensure review and clearing of all documents through the standard clearance process.
IV) External relations and resource mobilization
Coordinate the development, review and submission of concepts and funding proposals.
VI) Other responsibilities :
Perform other duties as may be assigned. REQUIREMENTS POSITION REQUIREMENTS
The position requires significant coordination and oversight skills, strategic and technical guidance, general and technical knowledge in programme management, experience in the region and skills to ensure coherence and consistency in spite of urgent deadlines.
